This is two combined sets, NINJAGO City set 70620 and NINJAGO City Docks set 70657 This set is old, pieces are dusty and there are definitely pieces missing though the base of the set is put together. Most of the Minifigures are likely not included. These sets combine into one continuous set Please offer as I am looking to get this sold and honestly don’t know how to value it
